Using SUM for SP SAP Basis

We have to update SAP Basis component from SP 17 to SP 28, I found a note that recomends use SUM rather than SPAM when you have to apply more than 3 SPS level, so

Can I use SUM for install SAP Basis 28 SP? the NW is 7.0 with ECC 6.0 with dual-stack
