Add other requests in stms queue while CHARM is configured

Dear Gurus,

                   We have configured CHARM for ECC 6.0 EHP 5 systems. I have done client export import from Production to Quality. Transport requests have been created in /usr/sap/trans in Production & these transport requests are also available in the directory /usr/sap/trans. But these Transport Requests are not available in IMPORT QUEUE of Quality system. I have use command of addtobuffer & add transport request at Operating System Level.

Also the STMS import queue of Quality  is locked. I am unable to find further solution. Kindly guide me to add these requests in transport queue so that I can import them & can complete the Client Export Import activity.
