Kernel Level 720 (600)

Scenario 1 (SID :XXX) : I updated my kernel from 720_EXT to 721 EXT via JSPM SP11 without any issues .
Scenario 2 (SID : YYY) : I updated the JSPM from SP11 to SP12 and the tried to update the kernel which forbid me to proceed and forced me to use the SUM . I'm using the SUM SP12 and now it's displaying the message that 721_EXT is too high from my release .
PAM show that it's compatible version . What am I doing wrong .
