Equivalent Support Package Confusion Under Upgrade

Hello experts,

I have some confusion about equivalent support package. For example, regarding to package SAPKA74008 (SAP_ABA 740: SP 0008). Its equivalent support package is shown as below:

Question regarding to release upgrade:

1. If source SAP_ABA support package is 70217, then we can't upgrade to SAP_ABA 740 SP08?

2. If source SAP_ABA support package is 70215, then no problem to SAP_ABA 740 SP08?
